Astana Medical University was founded in 1964. The University makes significant contribution to intellectual development in the field of health care and the provision of workforce for the sector as well as improving the health status of the population in the northern region of the country
AMU is experienced in creating international integrated centers (Centre of management research, student-chapter ISPOR). The institution has experts on health technology assessment, IT-librarians, implementation of research, development of clinical protocols and management of medical services. The clinical facilities are located in major national and republican centers and scientific-research institutes, in 28 hospitals, as well as in subsidiary organizations of the National Medical Holding
AMU has 10 faculties, more than 60 departments and 16 clinical units. Other facilities are the Institute of Radiobiology and Radiation Protection, the Scientific School of Preventive Medicine, the School of Science Department of General and Biological Chemistry, a regional training center for management research in the field of public health, a Research and Education Centre for Evidence-Based Medicine and 23 teaching and research laboratories. Since 2009, AMU has been involved into the Bologna Process.
AMU is partner in ePBLnet TEMPUS project and in TAME Erasmus+ CBHE project. The University is actively involved in the realization of the State Program for Development of Education and Science for 2016-2019 approved by the Ministry of Health and Social development of the Republic of Kazakhstan. One of the key priorities of the Program is “Improving governance and funding of medical science and education in order to facilitate the implementation of the gradual transition to an autonomous medical education”.
At present time, AMU has some degree of freedom in financial management, but in order to achieve the aim of the State program it is necessary to improve and expand academic and administrative autonomy.
Gulnar Zhaxylykova is the Vice-Rector for educational activities of Astana Medical University, Doctor of Medical Sciences. The author of more than 160 scientific and practical articles, more than 10 teaching aids, 3 candidates of the Republic of Kazakhstan. Prepared 2 candidates of medical sciences. Has doctoral thesis on “Respiratory allergies of children in the North-East region of the Republic of Kazakhstan”. Her professional experience includes working as Chairman of Association of independent medical experts in Pavlodar region, Associate Professor of Pediatrics, Assistant of the Department of Faculty Pediatrics at Semipalatinsk State Medical Academy, District pediatrician at the Children’s city hospital №4 in Semipalatinsk
Her interests include the issues of innovative technologies in education, computer-aided instruction, automation of educational management, communication skills and research in the field of education.
Role in the project: expert on organizational autonomy
Aigul Abduldayeva is the Head of the Department of innovative technologies and monitoring of education quality in Astana Medical University. Her professional experience includes working as Professor of the Department of Preventive Medicine and Nutrition, Head of the department of child nutrition and food safety, Senior Researcher at the Institute for Problems of Nutrition of Kazakh Academy of Nutrition. Her research interests include issues of adult education, professional teacher development and continuing education. Also, most of her work is related to issues of nutritional science, gerontology and preventive medicine.
She has published 1 textbook, 1 Monograph, 4 tutorials, 7 guidelines, 105 articles published in scientific journals (recommended by the Committee for Control of Education and Science), 7 articles in journals with impact factor, 1 Innovative patent. Under her guidance 3 PhD doctors were trained.
Role in the project: coordinator, expert on personnel autonomy.
Director of the Department of Academic Affairs and Quality, NCJSC “Medical University of Astana”, candidate of medical sciences.
Author of more than 20 articles, including in international scientific journals. She defended her thesis on “The effect of mediating substances on fetal cells in acute and chronic hepatitis in rats.” Has professional background in quality. Head of the training center, assistant, senior lecturer, acting Associate Professor of the Department.
Participated in the development of state compulsory educational standards for all specialties of higher education, the developer of T-bills in the specialty “Nursing”. She participated as a member of the commission in post-licensing control procedures at medical universities of the Republic of Kazakhstan, as an external expert in the procedure of specialized accreditation of higher education programs and in accreditation of medical organizations.

Aleksej Omeljanchuk is the Chief of Strategic Development in Astana Medical University. Graduated in International Law and European Law (bachelor’s and master’s degree) in European Humanities University in Vilnius Lithuania.
In Astana Medical University he was responsible for development and approval of Strategic Directions of Astana Medical University for 2019-2023, new Organizational Structure, University Senate and Student Governance.
He is coordinator of the Strategic partnership according contract between Ministry of Healthcare and Medical Faculty of Vilnius University. Under his control new World Bank project was developed and submitted for approval.

WP 2. Subtasks 2.5 and 2.6 leader.
AMU will be responsible for the formation of the University Autonomy Implementation Consulting Group (AICG). The AICG will be located at AMU. Prof. Yermek Akhmetov is today responsible for the strategic and operational plans of AMU and currently for the autonomy transition plan of the University. His experience in the area will be used in this project in general and in subtask 2.6 in particular.
WP 4. Subtasks 4.1 and 4.2 leader
In the whole project:
-Contribute to the development of a model for the transition to autonomy, training modules.
-Contribute to the implementation and monitoring of reform policies within TRUNAK project.
-Participate in the monitoring of the project, providing index and plans.
-Participate in surveying and benchmarking activities.
-Take part in the Quality Assurance activities as a member of the Management Team.
-Will be a member of the Management Team.
-Participate in the dissemination of the results from the project.
